Village of Mattawan: Notice of Availability of an Environmental Assessment
AGENCY: Rural Development, USDA
ACTION: Notice of Availability of an Environmental Assessment
SUMMARY: Notice is hereby given that Rural Development (RD), as required by the National Environmental Policy Act, is issuing an environmental assessment (EA) in connection with possible impacts related to a project proposed by the Village of Mattawan, Michigan. The proposal is for construction of a wastewater treatment facility (WWTF) and installation of forcemain to connect to the Village’s wastewater collection system. A map of the project area is below. The Village of Mattawan has submitted an application to USDA for funding of the proposal.
FOR FURTHER INFORMATION CONTACT: Andrew H. Granskog, PE, State Environmental Coordinator, USDA Rural Development, Community Programs, 3001 Coolidge Road, Suite 200, East Lansing, Michigan, 48823,(517) 324-5209, andy.granskog@usda.gov.
SUPPLEMENTARY INFORMATION: The Village of Mattawan of Mattawan will construct a sequencing batch reactor (SBR) wastewater treatment facility WWTF on 1.65 acres near the intersection of 25th Street and Red Arrow Hwy as identified on the map. The project also includes the installation of 2 miles of forcemain connecting to the discharge piping from an existing lift station on 25th Street, continuing north in the right-of-way on 25th Street, south right-of-way on Red Arrow Hwy, and west right-of-way of County Road 652, crossing to the east right-of-way under Orchard Drive and back west north of Trestle Creek Ave, terminating in an outfall at Hayden Creek.
RCAP prepared an environmental assessment for RUS that describes the project, assesses the proposed project’s environmental impacts, and summarizes as applicable any mitigation measures used to minimize environmental effects. RUS has conducted an independent evaluation of the environmental assessment and believes that it accurately assesses the impacts of the proposed project. No significant impacts are expected as a result of the construction of the project.
Questions and comments should be sent to RD at the address provided. RD will accept questions and comments on the environmental assessment for 14 days from the date of publication of this notice.
Any final action by RD related to the proposed project will be subject to, and contingent upon, compliance with all relevant Federal environmental laws and regulations and completion of environmental review procedures as prescribed by
7 CFR Part 1970, Environmental Policies and Procedures.
A general location map of the proposal is shown below.
