MINUTES
1. CALL TO ORDER @ 7:00 pm

Present: Kucinich, Kirklin, McLean, Markle, Spulick, Ashbaugh
Others present: Attorney Graham, Superintendent Anthony, Claudia Spulick and others.
Absent: Bemer
Motion by Spulick, support by Ashbaugh, to excuse Bemer. All members voted in favor. Motion carried.
4. WELCOME TO THE PUBLIC
5. ANNOUNCEMENT OF MEETING BEING RECORDED
6. ADDITIONS TO AGENDA
There were no additions to the agenda.
7. APPROVAL OF THE AGENDA
Motion by Kucinich, support by Markle, to approve the agenda as printed. All members voted in
favor. Motion carried.
8. APPROVAL OF THE MINUTES OF MAY 10, 2010
Motion by Kucinich, support by Ashbaugh, to approve the minutes of May 10, 2010. All members voted in favor. Motion carried.
9. BILLS TO BE APPROVED IN THE AMOUNT OF $ 42,299.87
Motion by Kirklin, support by Markle, to approve the bills to be paid in the amount of $42,299.87. Roll call vote taken. All members voted in favor. Motion carried.
10. LIMITED PUBLIC COMMENT ON ANY AGENDA ITEM
There was no public comment
11. BOARD AND COMMITTEE REPORTS
A. PLANNING COMMISSION MAY 19, 2010 –LIAISON MARKLE
Liason Markle stated that the Planning Commission approved Knapp Energy moving into the Village with a few additions to be taken care of first. The Planning Commission also approved the site plan for Powell’s commercial building.
B. DDA MEETNG MAY 13, 2010 – PRESIDENT MCLEAN
President McLean stated that Tim Woodhams presented a cost estimate for environmental review for the Kosminski property. The DDA approved $2,000.00 for phase one of that. There was a slide presentation to look at with different ideas of what can be done.
12. STAFF REPORTS
A. POLICE REPORT – CHIEF VERHAGE
Chief Verhage stated that the Police Department had 62 service calls in April and gave out 31 traffic tickets.
B. ENGINEERS REPORT – CRAIG SHUMAKER/TIM WOODHAMS
There was no engineers report.
13. OLD BUSINESS
There was no old business.
14. NEW BUSINESS
A. MDOT GRANT FOR MCGILLEN PROJECT
Superintendent Anthony will review.
Superintendent Anthony stated that this was essentially the Ice project that we had applied for. This will be funded through MDOT and he would like Fleis and Vandenbrink to do the application for this grant.
Motion by Markle, support by Kirklin, for Fleis and Vanderbrink to move forward with the Ice Grant. Roll call vote taken. All members voted in favor. Motion carried.
B. WESTERN AVENUE CREEK CROSSING
Please see Superintendent’s memo enclosed.
Superintendent Anthony stated that the creek waters are backing up and would like the Engineers to look to see if we can put the creek back in the marshy area. Craig Schumaker stated that he would like consult with another consulting firm because it is such an environmentally sensitive project. Anthony stated at this time there is no action to be taken.
C. MEMORIAL DAY PARADE
Chief Verhage is asking permission to close the streets for the Memorial Day Parade.
Motion by Spulick, support by Markle, to close the streets for the Memorial Day Parade. Roll call vote taken. All members voted in favor. Motion carried.
D. WATER PARTS FOR POWELL CONDO’S
Please see list of parts enclosed that Superintendent Anthony needs to purchase for the second set of buildings for Powell from Underground Pipe and Valve.
Superintendent Anthony stated that he took bids from three different Companies and Underground Pipe and Valve was the lowest bidder.
Motion by Spulick, support by Markle, to purchase parts for the Powell development from Underground Pipe and Valve. Roll call vote taken. All members voted in favor. Motion carried.
15. COMMUNICATIONS
a. MML Legislative Link for May 11, & 18, 2010
b. Letter from County Treasurer regarding foreclosed properties
c. Letter of commendation for Officer Herbert
d. Thank you letter from Mattawan Little League
16. COMMENTS FROM VISITORS
Joe Alexander stated that McGillen’s crossings condos will be in the parade of homes from June 11 through the 19th. They are also set to start another commercial building and have sold 2 of the first 3 Condo’s.
17. COMMENTS FROM COUNCIL
Kucinich commended Ashbaugh on what she did for Jump for James.
Ashbaugh stated that the money was still coming in and she is up to $9000.00. She thanked Attorney Graham for his advice and to Tom Anthony for all the help he gave.
